Puan Noor Aspah Lela graduated with a Bachelor of Accountancy from Birmingham Polytechnics, United Kingdom in 1991. She has been a Member of the Malaysian Institute of Human Resource Management (MIHRM) since 2015 and attained the Certified Human Resource Manager (CHRM) in 2016.

She began her career in October 1991 as an Audit Assistant with Ernst & Young in Tawau, before joining MBF Construction Sdn. Bhd. in Kuala Lumpur as an Account Executive from December 1992 to April 1994. In September 1994, she joined Saham Sabah Berhad (SSB) as Officer/Assistant Manager in the Investment Department, where she liaised with the Ministry of International Trade and Industry (MITI), Trustees, and investment bankers on matters related to Bumiputera share allocations and Initial Public Offerings (IPOs). Her responsibilities also included co-executing share trading and money market placements, preparing reviews and outlook reports on Malaysia’s equity and money markets, and evaluating corporate entitlements such as bonus issues, rights offerings, and other corporate instruments.

In June 2008, Puan Noor Aspah Lela transitioned to SSB’s Human Resource & Administration Department as Assistant Manager. She was subsequently promoted to Manager in March 2009 and Senior Manager in May 2018. In these roles, she oversaw the company’s human resource and administration functions, ensuring effective governance and organizational development.

Puan Noor Aspah Lela was appointed as the Deputy Chief Executive Officer of Saham Sabah Berhad effective 1 January 2026.
